James commanded by the Commissioners of Her Majesty's Customs, you, for the information of Lord John Russell, are to acquaint My Lords that they approve of the employment of Captain Cowper, the Assistant Surveyor General of Hong Kong, at a remuneration of 8s. a day, as recommended in your letter of the 4th Instant, so long as his services are required in consequence of the increased demand for building sites in Hong Kong.
